Copenhagen

Gentofte

Gentofte follows close behind in second place. The municipality has 15,947 new CVR numbers per 1,000 residents, corresponding to 1,146 new businesses. This very high level once again places Gentofte among the country’s most business-active municipalities per resident.

Frederiksberg

Frederiksberg is in third place. With 14,947 new CVR numbers per 1,000 residents and 1,582 new businesses, the municipality shows that a densely populated urban area can still provide a strong foundation for new businesses.

Aarhus is the only municipality west of the Great Belt in the top 10. With 11,979 new CVR numbers per 1,000 residents and 4,473 new businesses, the city stands out as the clear centre of entrepreneurship in Jutland.

Lyngby-Taarbæk takes seventh place with 11,650 new CVR numbers per 1,000 residents and 684 new businesses. The municipality combines educational environments and business in a way that continues to generate high levels of new business activity.

Albertslund

Gladsaxe

Method: how the study was conducted

The analysis ranks all 98 municipalities by the number of new CVR numbers registered between 1 January 2025 and 31 December 2025 (source: www.cvr.dk). It uses CVR’s limited search method, which displays CVR numbers with a future start date, because the data was retrieved on 15 December 2025. This means any businesses first registered between 16 and 31 December 2025 are not shown. The number of new CVR numbers is compared with the population of the same municipality on 1 January 2025. The result is expressed as new businesses per 1,000 residents. CVR.dk provides the number of new businesses per municipality, and Statistics Denmark’s BY2 dataset provides population figures. The rate is calculated by dividing the number of new businesses in the municipality by its population and multiplying by 1,000. Rates are rounded to three decimal places, and rankings are calculated directly from those rates. Small municipalities can have large year-on-year fluctuations, so a population threshold is applied for more robust comparisons.

Conclusion

Overall, 2025 paints a clear picture: entrepreneurship remains most concentrated around the capital and its suburbs, with Aarhus as the notable exception west of the Great Belt. The ranking shows not only where the most businesses are starting, but also where the structural conditions for new businesses are currently strongest.
